Civil Society & Escalating Crime
By Dr. Peter K. B. St. Jean, Vice -Chairman, DAAS Board of Directors

Dear IDP Secretariat:

You have placed considerable effort to provide a good framework for Dominica's economic and social prosperity. I hope that, unlike too many other professional recommendations made by Dominica nationals to our government, your work will be taken seriously, and become utilized.

Here are my comments after reading your most recent IDP report:

  1. I support all of Gabriel Christian's reactions, in Some Reflecttions, especially as they relate to the past and future roles of the Diaspora.
  2. The report needs to state a clearer working definition of Civil Society. It appears to make reference to NGO's and not-for-profit organizations but this is not clearly stated. This is important for mobilizing efforts.
  3. There needs to be direct and concrete recommendations for actions associated with the escalating crime problems in Dominica. There have been some efforts (such as my work especially in Grand Bay) and much talk thereafter about seriously adopting community policing on the island. The IDP should advance a concrete recommendation in this regard.
