POSTGRADUATE STUDIES IN MEXICO -2007

    Applications are hereby invited from suitable qualified candidates to pursue scholarships being offered by the Government of Mexico to undertake postgraduate studies (Masters, Doctorates and Specialties).
    Scholarships are not offered in Odontology, Plastic Surgery, Marketing, Accounting, Advertising and Business Administration.
    In the field of medicine, scholarships are awarded only in areas of hospitals and Institutes established under the Foreign Affairs- Ministry of Health Program.
    Preference will be given to the following candidates:
  • Candidates who undertake programmes on the list of national priorities.
  • Candidates who are professors, or researchers at public higher education institutions and scientific research centres.

SOLICITOR GENERAL - Trinidad & Tobago Ministry of the Attorney General

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS:

Minimum qualifications:
Bachelor of Law Degree (LLB) and Legal Education Certificate (LEC)
Admission to practice Law in the Republic of Trinidad and Tobago LLM (Optional)
Minimum experience of ten (10) years as an Attorney-at-Law in the following areas - Advocacy, Advisory, Contracts, Commercial Matters, Civil Law and Management Training
Extensive experience in a Supervisory/Management position in a legal environment.

REPORTS TO (JOB TITLE):
    The Attorney General of the Republic of Trinidad and Tobago

SUPERVISES:
    Deputy Solicitor General, Assistant Solicitor General, Senior State Counsel, State Counsel III, State Counsel II, State Counsel I

POSITION PURPOSE:
    The incumbent works with the Attorney General and functions as a principal legal advisor to the State on constitutional matters and all other aspects of civil law. Work includes planning, organizing and directing the work of the Solicitor General's Department; providing legal advice to Government and state agencies on local, regional and international issues; and representing the State in complex legal proceedings.

MAJOR DUTIES & RESPONSIBILITIES:
Management Responsibilities: 50% - Plans, organizes and directs the work of the Solicitor General's Department.
Advisory: 40%
Litigations (5%) - Represents the State in constitutional and other civil legal proceedings of a complex nature.
Negotiations: 5% - Functions as the legal representative of the Government, internationally, regionally and locally, in matters involving complex financial, constitutional and other civil issues.

ACCOUNTABILITY:
    Complete Responsibility - The incumbent has the relevant authority to take whatever action is deemed advisable or necessary to carry out the duties of the Solicitor General.

KNOWLEDGE:
    Extensive knowledge of the court procedure and of the rules of evidence.
Extensive knowledge of legal principles,practices and proceedings.
Extensive knowledge of Government procedures and practices.

SUPERIOR SKILLS REQUIRED:
    Advocacy; Analytical and reasoning; Interpersonal; Communication skills both written and oral; Negotiation; and Computer

REMUNERATION:
Salary: Group L1:$26,800 per month (2005)
Professional Allowance: $6,250 per month
Duty Allowance: $2,650 per month
Transportation Allowance: $2,950 per month
Service Allowance: $3,500 per month
Housing Allowance: $5,750 per month

TRANSPORT FACILITIES

  1. A maximum loan of $200,000 at a rate of interest of 6% per annum repayable over a period of six (6) years to facilitate the purchase of either:
        A new motor vehicle with exemptions from Motor Vehicle Tax limited to the Amount payable on a vehicle with an engine capacity of 2200cc and exemption from Value Added Tax to a maximum of $35,000; or
        A used motor vehicle with exemptions from Special Motor Vehicle Tax limited to the maximum amount payable in respect of Motor Vehicle Tax on a vehicle at (a) above and exemptions from Value Added Tax to a maximum of $35,000
  2. A loan to cover the cost of Motor Vehicle Insurance premium at rate of interest of 6%per annum.
  3. A maximum loan of $20,000 at rate of interest of 6% per annum to effect repairs to a motor vehicle.
SUBSISTENCE ALLOWANCE     $100 per day when traveling on official business beyond a radius of sixteen (16) kilometers from official headquarters and where it is necessary to purchase a meal(s) In the case of an office holder serving in Tobago, $100 per day when traveling on official business beyond a radius of ten (10) kilometers from official headquarters, and where it is necessary to purchase a meal(s).

ENTERTAINMENT     Actual expenses incurred for official entertainment to be met from an official Entertainment Vote under the control of the Ministry of the Attorney General.

VACATION LEAVE     Thirty (30) calendar days per annum

MEDICAL BENEFITS     Membership in and entitlement to medical benefits as provided under the UNIMED Group Health Plan.

    The Ministry of Housing, Lands, Telecommunications, Energy and Ports invites applications from suitably qualified persons to fill the position of Housing Manager at the Housing Division of the Ministry of Housing, Lands, Telecommunications, Energy and Ports.

DUTIES
    The Housing Manager will be directly responsible to the Permanent Secretary for the proper performance of his/her duties. The core functions of the position include:

  • Coordination and advising the Ministry of Housing, Lands, Telecommunications, Energy and Ports on all matters relating to the housing sector;
  • Management and designing of all administrative and technical matters
  • Developing and maintaining a three-year housing infrastructure and construction programme for government;
  • Liaising closely with the Physical Planning Division, Surveys Division and other Government departments and authorities on the overall development of the housing sector;
  • Performance of other related activities to facilitate the smooth functioning of the Department.
QUALIFICATIONS/EXPERIENCE
  • Applicants should posses a minimum of a BSc in Building Engineering or in any other related discipline from an accredited University.
  • Minimum of three (3) years professional experience.
  • A graduate degree would be an asset.
  • Applicants should have knowledge of programme planning and project development.
  • Applicant should possess good interpersonal skills and ability to communicate effectively orally and in writing.
  • Ability to prepare comprehensive reports and provide technical advice in the area of housing development.
REMUNERATION
    Salary will be in the pay scale "F" or $52,821.00 per annum.
    The officer will be entitled to a traveling allowance of six hundred and fifty-eight dollars ($658.00) per month plus two dollars and thirty-six cents ($2.36) per mile for official travel within monthly approved limits.

    Employment will be on a contractual basis for 2 years duration in the first instance.

MININTRY OF FINANCE AND PLANNING

    The Office of the National Authorising Officer, Ministry of Finance and Planning is please to announce the commencement of the Tendering Process for the following projects:

1. PRIVATE SECTOR DEVELOPMENT PROGRAMME
    The Government of the Commonwealth of Dominica will award a Grant Contract for the establishment of a Business Gateway.
    The objective of the programme is to enhance competitiveness of the private sector in particular the micro, small and medium enterprises, through an innovative programme of business support services.
    An information session will be held for eligible interested bidders on Friday April 28th at 10:00 am at the Public Service Training Center. 2. CARIB WATER TERRITORY SUPPLY PHASE 1
    The Government of the Commonwealth of Dominica (GCOD) intends to award a works contract for the Carib Territory Water Supply Project with financial assistance from the European Union under the Stabilisation of Export Earnings 1994 allocation.
    Activities to be implemented include the construction of a storage tank at Bataka, construction of a new distribution line from Gaulette River storage tank to Bataka, improvements to the existing supply and distribution system.
    Tenders must be delivered to the address below on or before 14.00 hours, Dominica time, on Tuesday 27th June 2006.

3. TOURISM DEVELOPMENT PROGRAMME
    The Government of the Commonwealth of Dominica will award a Grant Contract for the construction of the Waitukubuli National Trail.
    The objective of the programme is the establishment of a defined and holistic tourism product which meets international standards and is capable of attracting increased tourism arrivals and increasing community-based expenditure. This will be achieved through the construction of the Trail and associated infrastructure/facilities; the development and implementation of its marketing strategy; and sensitisation, educational and training activities and the establishment of an appropriate legislative and management environment.

NEW ZEALAND SCHOLARSHIP AND FELLOWSHIP PROGRAMME 2007

    Applicants are invited from suitable qualified persons for awards offered under the New Zealand Commonwealth and Fellowship Programme to pursue post-graduate studies towards a Master's or Doctor's degree for the academic year commencing in February 2007.
    Applicants for doctoral (PhD) studies must have achieved a minimum standard of Upper Second Class Honours.
    Applicants for other courses must hold a Bachelor's Degree with at least an average of "B" or should be expected to achieve these results in the coming examinations.

  1. one (1) original application form and

POSITIONS AT THE KALINAGO BARANA AUTÊ PREVIOUSLY KNOWN AS THE CARIB MODEL VILLAGE

    Applications are invited from suitably qualified persons to fill the following positions at the Kalinago Barana Autê previously known as the Carib Model Village:
  1. OPERATIONS OFFICER
        The Officer will be under the direct supervision of the Manager. The main duties include:
    • Providing direction to the grounds, security and building maintenance staff,
    • managing the service and performance contracts,
    • developing construction repair contracts,
    • inspecting the Village's assets and facilities,
    • conducting fire/safety inspection and
    • training staff in safe and general operation and evacuation procedures.
    Qualifications/Experience
    • Diploma in Management or relevant field.
    • 3 years experience in working with projects of a similar nature and staff supervision.
    • The applicant should also have knowledge of basic accounting and developing work contracts and safe work procedures/site inspection.

  2. CLERK FINANCE AND ADMINISTRATION
        The officer will be under the direct supervision of the Manager. The main duties include:
    • All daily financial and administrative procedures including preparation of contracts, proposal calls and report writing,
    • coordinating administration and accounting,
    • controlling the issuing of tickets and petty cash,
    • supervising the accounts of the Village,
    • operating a mail and filing system for incoming and outgoing correspondence,
    • issuing local purchase orders,
    • preparing and recording salary and payment vouchers,
    • maintaining statistical records,
    • developing monthly and yearly attendance reports and
    • serving as recording secretary for general meetings.
    Qualifications/Experience
    • 4 GCE/CXC subjects including English and Mathematics;
    • Certificate in Secretarial studies
    • 1 year work experience in a similar or related field.
    • Computer literacy and knowledge in Carib Culture and Heritage are also essential.

  3. COMMUNITY LIAISON OFFICER/MARKETING OFFICER
        The officer will be under the direct supervision of the Manager. The main duties include:
    • Responsibility for providing input into the annual marketing strategy,
    • implementing the marketing plan at local, regional and international level,
    • serving as the liaison between the tourism industry including local tour operators, taxi associations and hotel/guesthouses throughout Dominica and
    • supervising the development of promotional print material.
    Qualifications
    • 4 GCE/CXC subjects including English and Mathematics.
    • Training in the field of marketing or similar area of competence
    • Skilled in the use of computer and computer programmes for the production of brochures and power point presentations.

  4. COMMUNITY LIAISON OFFICER/INFORMATION
        Under the supervision of the Manager, the Community Liaison/ Information Officer will greet the visitors, collect tickets and help them with and direct them to their information needs.

    Qualifications

    • 4 GCE/CXC subjects including English and Mathematics.
    • Good interpersonal skills
    • Detailed knowledge of the Village; and
    • General knowledge of tourism facilities in Dominica

  5. SECURITY/MAINTENANCE OFFICER
    The Security/Maintenance Officer will be under the direct supervision of the Operations Officer. He will perform routine and skilled tasks in the care and maintenance of the facilities including buildings, trails, plants and equipment and provide effective security services.

Training/Experience

  • At least on year practical experience in landscaping/facility maintenance
  • Training in security.

NATIONAL DEVELOPMENT CORPORATION
BUSINESS SYSTEMS MANAGER

    The National Development Corporation (NDC) invites applications from suitably qualified and experienced persons to fill the position of Business Systems Manager.
    The Business Systems Manager will be expected to provide leadership and support for maintaining the functionality, availability and operational efficiency of NDC business systems. The individual will be accountable for the Corporation's overall IT development including a comprehensive MIS hardware and software installation, maintenance, web development and management, database management.
    He/She will undertake account management and business relationship management activities internally, and with NDC clients and partners to ensure that NDC business systems successfully deliver outcomes in line with user needs.
    In addition, the successful candidate will ensure the NDC web site and intranet support corporate goals for look and feel, functionality, security and access. Also, manage the day-to-day administration of the NDC internet/intranet to ensure that the best practice installation and maintenance procedures are implemented and followed.
    The person selected should, ideally, have experience as a manager in a systems delivery and implementation environment with related professional qualification, preferably computer science. He/she should have at least three (3) years experience in web site and database development and maintenance. Experience of working in an IT role in the tourism industry would be an advantage.
    The successful candidate should have excellent written and oral communications and interpersonal skills, among others.
    A financial package will be negotiated on the basis of ability, qualification and experience.

DOMINICA BUREAU OF STANDARDS
TRAINING OPPORTUNITIES

    The Dominica Bureau of Standards (Bureau) in its capacity as the OPCW National Authority for administering the implementation of the Chemical Weapons Convention (CWC) invites suitably qualified persons, chemists, chemical engineers to register with the Bureau for training opportunities offered under the OPCW Analytical-skills Development Course and the 2006 Associates Programme.

    The programs are intended to assist qualified analytical chemists in acquiring further experience and practical knowledge in chemical analysis including the adoption of good laboratory practices.

    This invitation is extended to personnel from the industry, academic institutions, and government laboratories. The minimum qualification for participation is a first degree and or three years working experience in a related field.
