NAME: Mervin Paul
POSITION: Senior Information Officer |
JOB RESPONSIBILITIES:
The Senior Information Officer (SIO) manages the operations of the department and performs administrative functions.
He manages the activities of the department to ensure that it is functioning efficiently and effectively. Some of the responsibilities include:
- assigning staff to work stations and taking follow up action
- formulating guidelines and establishing work procedures
- maintaining discipline and attendance records
- preparing / reviewing performance appraisal reports on employees
- Holding staff meetings and discuss problems with staff and resolving the same.
- initiating and ensuring regular output of GIS programmes in television, radio, print and other media
- ensuring that government information materials and programmes portray a positive image of government and are politically correct.
He performs other administrative functions to facilitate the smooth functioning of the department. Some of these include:
- receiving and replying to correspondence
- Representing government at public information, communication and media- related workshops, meetings, seminars, conferences locally and overseas.
- Preparing the corporate plan and annual estimates for recurrent and capital expenditure
- Preparing and submitting reports on work of the department to the permanent Secretary.
EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Mr.Paul joined the department in December 2005, but has been employed with the Government of Dominica for the past eighteen years. He has worked in other departments at the level of junior and middle management. He has received tertiary and university training in the fields of behavioural studies and human resource planning and development.

NAME: Albert Toussaint
POSITION: Information Assistant (camera operator / assistant video editor) |
JOB RESPONSIBILITIES:
Under the supervision of the information officer and SIO the officer is responsible to make:
- audio-visual recordings of government programmes and related activities;
- videotape the GIS nightly News "NATIONAL FOCUS";
- Record studio discussions;
- videotape interviews, narrations and other relevant materials needed for the production of television features, promos and PSA
Albert assists in the video editing of GIS news and television production. He also does the technical aspects in television and radio production.
EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Albert was transferred to GIS in 1998 from the Communications Department of the Division of Agriculture, where he worked as a videographer from 1997. He has been trained in aspects of Mass media, which include (Video, television, radio, print and photography). He holds training certificates in video production with the FAO/UNDP/UNFPA/OECS; KBS South Korea and ICV Guadeloupe.

NAME: Ashton Shillingford
POSITION: Information Assistant (camera operator/ photographer) |
JOB RESPONSIBILITIES:
Under the supervision of the information officer and SIO the officer is responsible to make:
- audio- visual recordings of government programmes and related activities;
- videotape the GIS nightly News "NATIONAL FOCUS";
- Record studio discussions;
- videotape interviews, narrations and other relevant materials needed for the production of television features, promos and PSA
Ashton is assigned to take photographs of government activities. He joined the department in September 2002.

- videotape the GIS nightly News "NATIONAL FOCUS";
- Record studio discussions;
- videotape interviews, narrations and other relevant materials needed for the production of television features, promos and PSA
EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Anthony is one of the longest serving staff members. He has been working with the department for the past fifteen years. He has been trained in television production.

NAME: Tarnia Green Reid
POSITION: Information Assistant (Reporter/ Anchor) |
JOB RESPONSIBILITIES:
Under the supervision of the information officer and SIO the officer is responsible for the following:
- Production and presentation of the English segment of the department's television nightly news and features (NATIONAL FOCUS)
- Produces on special occasions/ events television features on relevant topics.
- Conducts studio television discussions when necessary
EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Tarnia joined the department in 1997. She holds a Diploma (Hons) in Media & Communications from CARIMAC/ University of the West Indies .She has done communications training with BBC London/Caribbean Service and CIESPAL Quito, Ecuador. Mrs Green Reid is the recipient of DBS Flamboyant Awards 2005 for Best Television Presenter. Presently, she is an executive member of the Media Workers Association of Dominica.

EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Mervin is the newest member of the GIS team. He joined the department in August 2005. He has a vast experience in News writing and presentation. He worked as a reporter/ announcer/ news presenter at KAIRI FM Radio; as a reporter / columnist with the New Chronicle and as a Reporter with the now defunct Independent Newspaper.

NAME: Mc. Pherson St. Luce
POSITION: Information Assistant (Reporter/ Anchor) |
JOB RESPONSIBILITIES:
Under the supervision of the information officer and SIO the officer is responsible for the following:
- Production and presentation of the Creole segment of the department's television nightly news ( NATIONAL FOCUS)
- Produces and presents for the department a 10 minute Creole News called NOUVELLE GOUVELMAN in DBS Creole Programme EXPERIENCE CREOLE .
- Produces a weekly radio programme called "GOVERNMENT NOTEBOOK"
EDUCATIONAL TRAINING / PROFESSIONAL CAREER
Mc Pherson joined the department in February 2001. He is a college graduate from Nico Lopez, Havana Cuba where he pursued diploma studies in philosophy, international relations and political economy. |
