Friends of Princess Margaret Hospital is being organised as an NGO specifically to provide a way for the hospital's communities and friends to augment the hospital's funding for important patient needs. The Foundation also will serve as a means to promote the role of the hospital for its friends and the community it serves.
Friends of PMH will be established as an autonomous organization that will be able to act independently of both PMH and Government.
Friends of PMH will be dedicated to supporting direct patient care activities at the hospital by raising funds for the improvement of patient care. This will support the hospital in areas judged to be patient priorities yet lacking adequate funding from Consolidated Funds from the government.
Specific Activities
Friends of PMH will undertake activities that will provide additional financial and human resources for the benefit of PMH patient services.
Friends of PMH will receive requests for hospital equipment, furnishing, and renovations from the hospital, assess priorities, determine funding sources, develop strategies for achieving funding and facilitate acquisition with the hospital.
Friends of PMH will act in a manner to ensure that it meets its objectives, that it serves the interests of the hospital, and that it is governed and managed effectively and efficiently.
Friends of PMH will set up communication, publicity, and access to international and national electronic websites to support promotion of its mandate for the benefit of PMH.
Friends of PMH will set up sub-committees when necessary to facilitate its activities such as determining equipment request priorities.
Friends of PMH will establish suitable financial and accounting systems to ensure that the organization conforms to external auditing when required.
Committee composition
Membership:
a) The total membership of the Friends of PMH will be (?) members including the chair drawn from the community that PMH serves.
b) Membership should include representation from the voluntary sector, previous patients of the PMH, financial sector, legal sector and international sector as a minimum.
c) The PMH representative will be the Hospital Administrator (HSC) who will be ex-officio.
d) The committee can invite additional members to join as necessary.
Compensation:
a) Membership and participation is not compensated.
b) Expenses incurred for Friends of PMH approved activities will be compensated within established financial policies and procedures.
Conflict of Interest Guidelines
Friends of PMH will ensure that the organization operates in a transparent manner and that all proceedings, deliberations, and decisions are made in the best interests of the PMH patients.
Time Frame and Meetings
The Friends of PMH will meet quarterly or at a frequency to be determined by the chairperson.
Working groups and sub-committees may be convened to address specific issues or undertake activities as required.
The Friends of PMH will review its Terms of Reference at the end of the first year and may revise them for the second year.
